So the answer to “can I use LagZero to buy cheaper Steam games from another region?” is no. Technically possible is not the same as permitted, and risking a library to save money on one game is terrible maths.
What Valve’s agreement says
The relevant section states that users agree not to use IP proxying or other methods to disguise their place of residence:
- to circumvent geographic restrictions on game content;
- to order or purchase at pricing not applicable to their geography; or
- for any other purpose.
The agreement says Valve may terminate account access if a user does this.

Why a VPN alone does not change store country
